VISA requires that all adult entertainment transactions must have assurances that the card holder is over 18.
Issue 020917 from Visa entitled: Illegal Transactions May Not Be Submitted Into the Visa Payment System opening paragraph states:
Members [credit card merchants] must ensure that only legal transactions enter the Visa payment system. Members signing merchants that sell age-restricted products must have controls in place to ensure laws governing such transactions are honored. Merchants should be notified by Members that possession of a Visa card or submission of Visa account information does not signify that the cardholder is of legal age to purchase age restricted products. The issuance of Visa cards is not restricted to individuals above 18 years of age.
The document specifically highlights:
The issuance of a Visa card is not restricted to individuals above 18 years of age. Therefore, merchants may not rely on possession of a Visa card or submission of Visa account information to verify cardholder age.
